Andréa C. Townsend

Andréa Caruso Townsend focuses her practice on public law matters with an emphasis on tax-exempt bond financings for public and private projects including public facilities, affordable multifamily housing and nonprofit and redevelopment matters.

Prior to joining Squire Sanders, Ms. Townsend provided project management and consulting services to a private real estate development company specializing in affordable housing development in Southern California. In that capacity, she closed several low-income multifamily housing revenue bond financings which involved the use of low-income tax credits, tax-exempt bonds and state and local agency loans. She also managed the development of an 80-unit multifamily affordable housing project from financing through lease-up, as well as conversion to permanent financing of several multifamily housing projects.

Ms. Townsend has more than a decade of experience in public law and finance as an associate and then partner in a major Ohio law firm, where she served as bond or underwriters’ counsel on a wide variety of public, nonprofit and redevelopment projects. Representative borrowers included the City of Cleveland, the Gateway Economic Development Corporation (developer of the downtown Cleveland baseball stadium and basketball arena), the Cleveland Institute of Art and Lakewood Hospital.

Ms. Townsend is an arbitrator for the Financial Industry Regulatory Authority. She is a member of the ABA Forum on Affordable Housing and Community Development and the Southern California Association for Non-Profit Housing.
