Philip R. Westerman

Philip Westerman’s practice focuses on affordable housing and community development. He represents equity investors in real estate syndication and investment transactions involving low-income housing credits, historic tax credits and new markets tax credits throughout the United States. He also represents clients in general real estate and commercial financing transactions.

Mr. Westerman has counseled investors and lenders in connection with highly complex affordable housing developments with multi-tiered debt and equity structures including HOME, CDBG, Section 8, HOPE VI and tax exempt bond financings.

Mr. Westerman was named a Rising Star in the 2007 edition of Ohio Super Lawyers, a distinction that recognizes the top 2.5 percent of Ohio lawyers under the age of 40 or those in practice for 10 years or less.

Mr. Westerman is a member of the Ohio State and Columbus Bar Associations. He is a board member of the Council for Rural Housing and Development of Ohio, a not-for-profit organization designed to support and promote rural affordable housing programs in Ohio. Mr. Westerman is a frequent speaker on the subject of low income housing tax credits.
