Bob Labes’ practice focuses on serving as counsel on complex real estate financing transactions, often by public bodies for the benefit of private entities, primarily in the areas of multifamily housing, healthcare facilities and other nonprofit facilities. He has extensive experience working on transactions involving tax-exempt bonds, low-income housing tax credits, new markets tax credits, historic rehabilitation tax credits, and EB-5 financings. He also has extensive experience working on traditional municipal finance transactions representing local governments on financing matters.

  • Serving as bond counsel or underwriter counsel on more than four dozen transactions with local housing authorities, for-profit and nonprofit developers that leveraged HOPE VI, Choice Neighborhood, Replacement Housing Factor, Section 202, Neighborhood Stabilization Program, FHA-insured loan proceeds and other federal funds with tax-exempt bonds and low-income housing tax credits.
  • Serving as bond counsel for public housing authorities on Rental Assistance Demonstration (RAD) Program financings and Capital Advance Fund (CFFP) financings.
  • Representing a CDE and bridge lender in a US$200 million mixed use project that included new markets tax credits, state and federal historic tax credits and tax increment financing.
  • Serving as QALICB counsel to a Fortune 100 company in the development of a new plant that resulted in 35 new jobs and the retention of 350 existing jobs in a low-income community that otherwise would have moved to Mexico.
  • Leading a team of lawyers serving as Bond Counsel and Borrower Counsel on a US$200+ million financing for a new construction continuing care retirement community in Florida.
